Senior Counsel






Vivian M. Gallo serves as the Senior Counsel for Halifax Health.  She is a Board Certified Health Law attorney and also a Licensed Healthcare Risk Manager.  At Halifax, she reports to the CEO and governing Board, is responsible for all legal matters impacting Halifax, and oversees Risk and Claims Management for the organization. Ms. Gallo’s experience includes healthcare fraud and abuse laws and regulations, corporate governance, risk management, facility and provider licensure, physician and healthcare contracting, hospital operational and patient care issues, and managed care and healthcare financing.   

Ms. Gallo most recently worked as Deputy General Counsel for UF Health Shands, where she was responsible for healthcare transactions, contracting, litigation management, and insurance coverage for system entities.  She also served as Senior Vice President and General Counsel for Miami Children’s Health System in Miami, Florida.  There, Ms. Gallo reported to the CEO and Board of Directors and was responsible for corporate governance, healthcare transactions, litigation and insurance management, risk management, and all contracting.

Previously, Ms. Gallo was Deputy General Counsel for The Nemours Foundation in Jacksonville, Florida, where she managed regulatory matters for the organization, including the certificate of need application and appeal process for new hospital and service line licensure. At Nemours, Ms. Gallo also served as Director of Corporate Compliance, where she oversaw HIPAA/HITECH and privacy issues, billing and coding compliance, conflict of interest, organizational risk, and compliance education.

Prior to moving to Florida, Ms. Gallo worked as Associate General Counsel for the University of Pennsylvania, where she managed the medical malpractice claims for Penn’s hospitals and physician practices in Pennsylvania and New Jersey, and also provided regulatory guidance.  Ms. Gallo began her career as a litigator in private law firms, defending employers and carriers in worker’s compensation and employment law matters in Florida.  In Pennsylvania, she defended physicians and hospitals in medical malpractice actions in Philadelphia and the surrounding counties.
