Halifax Health is a legislatively-chartered taxing healthcare organization governed by a Board of Commissioners appointed by the Governor of Florida. The Halifax Health Board of Commissioners includes:

Mori Hosseini, Chairman
Mori Hosseini was appointed to the Halifax Health board in May of 2001 and has served as Chairman of the board since July 2005.
Hosseini is the Chairman and CEO of ICI Homes (Intervest Construction, Inc.), Florida's largest residential developer and homebuilder
in Volusia County. Born in Iran, Hosseini was primarily educated in London, England, where he earned a B.S. in aeronautical engineering
from Chelsea College of Aeronautical Engineering. He then attended Embry-Riddle Aeronautical University where he earned his MBA.
Hosseini founded ICI in 1979, which is now ranked by Builder Magazine among the nation's Top 50 homebuilders. In addition to land
development and homebuilding operations, he is involved in many other enterprises throughout Florida including a lumber company, a
title insurance company, a mortgage company, a cable company, and a utility company.
In addition to serving on the Halifax Health Board of Commissioners, he serves as Chairman for Embry-Riddle's Board of Trustees
and Allstar Building Materials Board of Trustees. Hosseini is also a board member for Southern Title Family of Companies, Volusia
County Association for Responsible Development (VCARD) and Daytona Beach Area’s Lively Arts Center, Inc.
Don Quinn, Vice Chairman
A native of Pennsylvania, Don Quinn has been a resident of Daytona Beach since 1962. He graduated from Daytona Beach Community
College and has a degree in radio and television broadcasting from the Career Academy in Atlanta, Georgia.
He was appointed to the Halifax Health board in May 2001 and has served as Vice Chairman since 2005.
Mr. Quinn has been in the insurance business since 1986, and with the Berlin and Denys agency since 1991. He was a regional
Vice President of the Florida Association of Insurance and Financial Advisors for three years. Quinn has also served three times
as President of the Daytona Beach Association of Insurance and Financial Advisors, and was named Advisor of the Year twice.
He also has a history of public and community service. Quinn served 12 years on the Volusia County Board of Adjustments and was
Chairman for two years. He served as Vice Chairman of the county planning board and served as Chairman of the Volusia County Republican
executive committee from 1994 to 1996. He was a delegate to the Republican National Convention in 1996.
He has been married to his wife, Alma since 1972. They have two daughters and four grandsons.
Vivi Cloar, Assistant Secretary
Vivi Cloar, a retired elementary school teacher, has been a member of the Halifax Health board since 2003.
She is a graduate of the University of Mississippi.
Blaine Staed Lansberry
Lansberry is the Vice President of Marketing and Sales for the Best Western Aku Tiki Inn and the Bahama House. Lansberry also
serves as the President of Staed Family Associates. Lansberry, a wife and mother of two, was born in New Orleans and has been a
Daytona Beach resident most of her life.
Lansberry is deeply involved in and committed to the Daytona Beach community. She volunteers for numerous local organizations
including The Civic League of the Halifax Area and the United Way Board of Directors serving as the co-chairman of the United Way
Women’s Initiative. She is a member of the Daytona Beach Community College Foundation Board, a member of the Florida International
Festival Board, a Board member for Father Lopez Catholic High School and a member of Daytona International Speedway’s Checkered
Flag Committee. Lansberry is also the Founding Director of Floridian Bank.
Betty Holness, Secretary
Betty Holness, Halifax Health board member since June 2002, is the Community Outreach Manager for Volusia County.
She has a masters of science and specialist degree in education from Butler University in Indianapolis, Indiana.
She serves on the board for Myregion.org, volunteers to deliver meals for the Meals on Wheels Program and works as a volunteer with
numerous community organizations.
She and her husband Julio reside in Ormond Beach.
Pamela Carbiener, MD, Treasurer
Dr. Pamela Carbiener earned her Bachelor of Science degree from Purdue University, and later graduated from medical school at the University of South Dakota School of Medicine. She completed both her internship and residency programs at Georgetown University Hospital, in Washington, D.C. She is board certified by the American College of Obstetrics and Gynecology and is currently practicing with Halifax OB/GYN Associates in Daytona Beach.
In addition to her many years of clinical and academic research, Dr. Carbiener has served in a variety of administrative and leadership roles within the medical community during recent years, including: Volusia County Medical Society, President (2004); Halifax Medical Center Executive Committee (2002-present); and Halifax Medical Center Credential Committee (2004-present).
Glenn Ritchey (Past Chairman)
Glenn Ritchey, past Chairman of the Halifax Health Board of Commissioners and current Mayor of Daytona Beach, has a long history of
business achievement and community leadership in Volusia County.
Ritchey is currently President and CEO of Jon Hall Automotive Group, Southeast Management and Jon Hall Chevrolet; President of Jon Hall
Pontiac/GMC, Jon Hall Jeep/Hyundai, Saturn of Daytona, Lloyd Buick Cadillac and Saturn Space Coast; and Vice President of Bennett Chrysler
Plymouth Dodge Jeep in Kingsland, Georgia, and Dublin Cadillac/Nissan/GC, Dublin, Georgia. He has received numerous awards from GM during
his tenure and currently serves as Chairman of the Advisory Board for GM Vehicle Sales, Service and Marketing, and is on the Advisory Board of GMAC.
A member of the Halifax Health Board of Commissioners since 2000, Ritchey has served on the Halifax Health Foundation Board of Directors
since 1993, and has been the Foundation’s President since 1999.
In addition, Ritchey is on the Economic Development Board for the City of Daytona Beach and is a charter board member of Gateway Bank of
Florida. He has also been active in the United Way, Crimestoppers, the Boys and Girls Clubs, Easter Seals, the American Red Cross, Rotary,
and a host of other worthy community causes.
He is a recipient of the Lou Fuchs Award for his contributions to the Daytona Beach area, the Herbert M Davidson Award for outstanding
community service from the United Way, the Enterprise Award from the Daytona Beach/Halifax Area Chamber, and had Feb 22, 2002 proclaimed
Glenn Ritchey Day by both Volusia County and the City of Daytona Beach.
